Neither are in queens, but if you really want to dig the local shops, much love to the local darkroom. There are also two community darkrooms that to processing + scan. Even C41 is in reach, but the investment is higher there and hurts more if you're a low-volume film shooter (like myself). A patterson tank is pretty inexpensive, and there's cheap chemistry out there too. If you're shooting black and white, honestly I have to encourage you to look into film development. Richard Photo Lab is probably the most popular one I can think of for shipping film out, 12 bucks for process + "small" scans. Still less than the price per-roll for Color House 24MB JPEG too. About $12 per roll after shipping both ways.

If you don't mind shipping stuff out, I can recommend Pro Photo Connection in Irvine. You can check picturehouse+thesmalldarkroom too, ~$18/roll. The below suggestions are on point - Color House did great work with my medium format. NYC places are pretty expensive, but if you factor in shipping, it mostly works out.
